During the TWK called Special Session of the 2023 Annual Conference on November 13, 2023, voting members will be asked to approve the requests from 128 churches to disaffiliate from the UMC. There currently are 678 churches in the TWK Conference.
These churches have followed the procedures outlined in paragraph 2553 in the Book of Discipline and met the conference-imposed timelines to be included for consideration at this special session.
Paragraph 2553 (¶ 2553) was added at the special session of the United Methodist General Conference in 2019 to grant a gracious exit to churches seeking to leave the denomination with church property and other assets.
The TWK Conference continues to prioritize transparency and grace throughout the disaffiliation process. While some annual conferences have chosen to add requirements, the TWK Conference trustees, cabinet, and Bishop McAlilly have been proactive in ensuring that those wishing to disaffiliate can do so without additional conditions beyond those specifically outlined in ¶ 2553.
A list of the churches that have fulfilled the requirements to disaffiliate are included on the Consent Agenda (see below) where grouped items can be approved in one action, rather than through the filing of multiple motions for approval as per the TWK Standing Rules 2.11.

What is a Consent Agenda?
A consent agenda allows the annual conference to approve grouped items in one action, rather than through the filing of multiple motions for approval.
TWK Standing Rule 2.11: There shall be a consent agenda that will include the following:
a) Agenda items and reports not requiring action by the Annual Conference other than receipt of the item for publication in the journal or acceptance of the report;
b) All nominations made pursuant to Section 6 below; and
c) Closures, mergers, charge line changes and disaffiliations of local churches.
In order for any item or report to be eligible for placement on the consent agenda, it must have been available online with the pre-conference materials at least seventy-two hours prior to the opening date of the Annual Conference session. Any item may be removed from the consent agenda if ten members of the Conference who are eligible to vote petition for removal.
Resolution Affirming the Disaffiliation of Churches From the United Methodist Church
Tennessee-Western Kentucky Annual Conference
November 13, 2023
WHEREAS, the following United Methodist Churches (“Local Churches”) located within the boundaries of the Tennessee-Western Kentucky Conference (“Conference”) have expressed a desire to disaffiliate from the United Methodist Church; and
WHEREAS, each of these local churches has held a church conference, at which at least two-thirds (2/3) of the professing members present at the church conference voted to disaffiliate from The United Methodist Church, “for reasons of conscience regarding a change in the requirements and provisions of the Book of Discipline related to the practice of homosexuality or the ordination or marriage of self-avowed practicing homosexuals as resolved and adopted by the 2019 General Conference, or the actions or inactions of its annual conference related to these issues which follow;” and
WHEREAS, ¶ 2553 allows for disaffiliation under such circumstances, and requires the terms and conditions of a local church’s disaffiliation from The United Methodist Church, including the release of any church property from the trust imposed by the Discipline to be “memorialized in a binding Disaffiliation Agreement;” and
WHEREAS, the listed local churches have satisfied (or will satisfy, prior to their disaffiliation date) all conditions outlined in the Disaffiliation Agreements executed by the local churches, a representative of Conference Trustees, and the District Superintendent, which Agreements will resolve all matters between the parties, consistent with the requirements of ¶ 2553 and Judicial Council Decision 1379.
NOW, THEREFORE, the Tennessee-Western Kentucky Annual Conference ratifies the attached Disaffiliation Agreements with the following local churches:
